The Former President's Progressive Warning Overlooks Europe's True Threat: Technological Stagnation.

The recent US security policy document presents a misguided assessment of Europe. It claims that open-border policies and so-called "progressive" policies represent an existential threat to European civilization. Yet, this argument rests on a fundamental misreading of the reality. The actual danger confronting Europe is not societal but economic and technological lag.

The Stark Economic Divide Between Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, American economic output surged by 87%, while a mere 13.5% increase for the European Union. Over this period, EU GDP per capita dropped from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a higher per capita income than major European economies like Italy and France.

Currently, roughly half of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

The growing disparity stems from superior productivity growth in the US, fueled by technological innovation and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. In the last five decades, 241 US firms have grown into companies valued at over ten billion dollars, versus only fourteen in the European continent.

This disparity prompts a vital issue: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely concede it is largely a contest between two between the United States and China, with European nations starting at a significant handicap.

Underlying Factors of Europe's Technological Lag

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic system for financing new ventures. Europe has yet to establish a true capital markets union, which caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hinder Europe. A US startup can introduce a product under one set of laws to access a market of hundreds of millions. The EU, despite a larger population, is divided among 27 separate systems, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was historically met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are reasons for optimism. European leaders are growing more conscious of the existential challenge and have started to propose serious reform. Key reports on European competitiveness and the internal market point to the need for sweeping reforms.

Given appropriate incentives and regulatory reforms, these assets could support much higher levels of commercial innovation.

Europe retains significant advantages: skilled human capital, excellent education systems, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in developing cutting-edge technologies, it can still dramatically increase economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been steady. However, without decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
